With the increased frequency of disasters and emergencies, there is a growing demand by regulatory agencies and citizens for communities to invest in our readiness by establishing comprehensive emergency management programs (i.e. preparedness, response, recovery, and mitigation) and involve the continuous development, update and improvement of customized emergency management plans, training, and exercises. However, despite the necessity, comprehensive preparedness programs are challenged by the dwindling availability and the natural attrition of resources that are needed to maintain, let alone elevate, our state of preparedness.
